1 cow gives 1 ltr milk.
1 bufallo gives 5 ltr milk.
And 4 goats gives 1 ltr milk.

Now there has to be equal ltrs of milk and equal number of animals.

Milk : 1 ltr(1cow) + 15 Ltrs(3 Buffalo) + 4 Ltrs(16 Goats)
So Milk : 20 Ltrs and Animals : 20 (1 + 3 + 16)
